Creating a clan is a costly business and sometimes you may wish to join forces with another group without breaking one up and then joining the other. The truce command enables this and used in a suitable place it makes the two clans allies. Once allied you are effectively treated like one clan in terms of battle resolution. Allied clan members who end up killing one another both lose experience. There is nothing to make you ally with another clan though through time you may uncover subtle benefits.
