This is how you raise a contract on someone who has, in your eyes, offended you enough that you would spend money on their demise. If you do not supply a value then the guild will tell you how much the contract will cost. This will vary depending on a large number of factors which can change over time including the reputation of the target. It is possible to deliberately overpay on the contract which will extend its duration, but you would have to be pretty angry to do that....
