At times you may find that your truce with another clan wears thin. For whatever reason you wish to break the truce so that they can become legitimate pkill targets. If you announce, in a suitable location, that you now oppose a particular clan then the truce is revoked. The other clan does not have to be online at all for this to happen. It is a completely singular decision, it takes two to make a truce but only one to break it.
