Declare will create a new clan with the supplied clan name. This may only occur in special locations. You should think long and hard before creating a clan. Not only are they expensive but there are serious ramifications on your gameplay and interaction with other players. Read HELP CLAN_GUIDE for an overview on clanning. Should you be in the right place and have sufficient funds then you will find yourself in possession of a new clan, yourself the only member.
