The assassin who is confident, or perhaps cocky will decide they are able to fulfill on a contract. This command allows them to take up the contract lease and start hunting the named target. A small charge is taken for the assassin to hold the lease but while they have it, they have exclusive 'rights' to the target from the guild's perspectives.
