This is the supreme spell of the realm of water which allows you to attempt to turn the water in and around creatures to ice. It has the power to split bone and rupture organs and causes a massive amount of damage. The casting cost though is high, as is the needed skill in the water realm. There are not many magical practitioners who are proficient enough to cast this spell.
